Originally established as a special conference of the Pennsylvania Ministerium in 1812, the Joint Synod petitioned the ministerium to form an independent body in 1817, and in 1818 the first general conference of the synod was held in Somerset, Ohio. Because of the difficulty of traveling to Washington District meetings, pastors in California petitioned the district to recommend to the synod that a California District be formed.
